Why "never uploaded" matters here
Most image tools work by sending your file to a server, processing it there, and sending it back. That means your photos — which are often personal, and carry location data — sit on someone else's disk, however briefly.
Browsers can do all of this natively now, so these tools do the work on your own machine instead. The practical upshot: it also works with no connection once the page has loaded, and there is no file size limit beyond what your device can hold.
